Garth received an AFROTC scholarship to attend college and graduated from Penn State in 1976. Upon graduation from Penn State, Garth was commissioned as a Second Lieutenant in the U.S. Air Force, served on active duty for 20½ years and attained the rank of Lieutenant Colonel before retiring in 1997. He spent most of his time in the Air Force as a navigator on KC-135 air refueling aircraft and in related air operations positions along with other assignments to headquarters and command jobs.

Upon his retirement from the Air Force, Garth attended and graduated from the Penn State’s Dickinson School of Law at Carlisle in 2000.
After graduating from law school, Garth and his family moved back home and he took up the practice of law with McNerney Page Vanderlin & Hall at its office in Halls Station near Pennsdale and specialized in municipal and civil law. While practicing law, he served as the solicitor for a number of townships, boroughs, school districts, and municipal authorities in the local area.
In 2006 he ran for and was elected to the House of Representatives for the 84th House District in Lycoming County. He is currently serving his third term.
In the House of Representatives he serves on the Environmental Resources and Energy Committee, the Game and Fisheries Committee the Veterans Affairs & Emergency Preparedness Committee and the Agriculture and Rural Affairs Committee.
Married to the former Susan Shultz of Montoursville, Sue and Garth have two grown daughters, Megan and Cori.
In his spare time, Garth is a runner and enjoys a wide variety of outdoor sports. He serves on the Board of Directors of the River Valley Regional YMCA and is a member of the NRA, VFW, American Legion, Highland Lake 40 & 8, Oregon East Running Club and a number of local conservation and stream preservation organizations. Sue and Garth are members of St. Andrew Lutheran Church and reside in Muncy.
