Manufactured Home Community Standards Legislation Passes House, Says Everett
HARRISBURG – Following years of negotiations, legislation that sets standards for the sale of manufactured home communities was approved by the House Tuesday, said Rep. Garth Everett (R-Lycoming).

“This is a bill that has been needed for a long time, and due to the work of many people, it has finally come to fruition and has been passed by the House,” said Everett. “There has been little recourse for tenants of a mobile home community when there has been a sale to a developer, except through the court system. This bill will require community owners to provide adequate notification and offer compensation and other protections to tenants when a sale is in progress.”

House Bill 1767, which passed 190-7 will, if signed into law, require manufactured home community owners to provide at least 60 days notice to tenants when the community is sold and slated to be developed for another use. Also, the Pennsylvania Housing Finance Agency must be notified and relocation funds must be provided to tenants. Other regulations are included.

Everett said the bill is the result of a consensus reached between advocates for residents and the manufactured home industry and is a measure that he has worked on personally for a long time.

Had this bill been enacted previously, the residents of the Riverdale Mobile Home Park in Piatt Township, Lycoming County, would have had some set standard protections and guarantees when the park was sold to Aqua America for an industrial use.

“While this bill is too late to help the residents of the Riverdale Mobile Home Park in my district, it will ensure that others do not have to undergo the same difficult experience should their mobile home park be sold for some other purpose,” said Everett. “I have been working on this issue since the previous session when I served on the House Urban Affairs Committee. The recent events at the Riverdale Mobile Home Park helped to bring this issue back to the forefront. We now have a bill that will spell out standards so that both residents and the owners will know what to expect and make informed decisions should a mobile home park be sold.”

The bill goes to the Senate for consideration.
